AFCCRE hosts 3rd national conference on equality in local life

The French Association of the Council of European Municipalities and Regions (AFCCRE), responsible for promoting and monitoring the implementation of the CEMR European Charter for Equality of Women and Men in Local Life, organised a national conference in Suresnes on 22 September. Gunilla Westerberg-Dupuy, Deputy Mayor of Suresnes and President of AFCCRE’s Standing Committee for Equality kindly hosted the 3rd national conference on the implementation of the European Charter for Equality in France.

This year, the Charter celebrates its 10-year anniversary and it counts over 250 French signatories and more than 1,600 signatories across Europe. The conference focused on the European dimension of equality policies. A great number of elected officeholders and representatives from French municipalities and regions came to exchange on this topic.

Christian Dupuy, Mayor of Suresnes and Vice President of the Departmental Council of Hauts de Seine with Patrick Devedjian, President of the Departmental Council of Hauts de Seine, opened the third edition of the national conference.

A roundtable panel featuring Constance Legrip, Member of the European Parliament and of the FEMM Committee, Jocelyne Bougeard, member of the commission on women’s rights in international and European affairs of the French High Council for Equality between Women and Men, Isabelle Jégouzo, Head of the European Commission Representation in France, and Gunilla Westerberg-Dupuy exchanged views on the theme of European policies for equality of women and men.

The invitees stressed that equality of women and men is at the heart of the European project. There are numerous European level strategies regarding women’s access to the labour market, equal treatment, and the development of childcare infrastructure. Challenges remain for the effective implementation of these objectives. They also underlined that the Charter is an essential tool in reaching these objectives and permits a 360-degree analysis of local action in the field of gender equality.

Following the debate, representatives from the Council of European Municipalities and Regions presented the indicators for monitoring the implementation of the Charter at the local and regional level that were developed by CEMR with assistance from the European Commission in 2014-2015.

Finally, the afternoon was dedicated to three thematic workshops highlighting specific local initiatives on women’s employment, gender equality awareness-raising amongst youngsters, and actions to facilitate migrant women’s access to fundamental rights.

The following local and regional elected officials and managers shared their experiences and achievements: Mickaël Quernez, Mayor of Quimperlé and Vice President of the Departmental Council of Finistère responsible for professional insertion and the economy and President of the Employment and Social Inclusion Commission of AFCCRE, Roselyne Bienvenu, Deputy Mayor of Angers and First Vice President of Angers Loire Metropole, Sofia Manseri, Municipal Councillor responsible for feminism, fighting discrimination and equality education of Gennevilliers, Alexandre Touzet, Vice President of the Departmental Council of Essone, Anne Patault, Vice President of the Regional Council of Bretagne and Equality and Social Innovation Manager, and Hélène Bidard, Deputy Mayor of Paris, Equality, Anti-discrimination and Human Rights Manager.
