Without involving boys and men, challenging and transforming harmful notions of masculinity, the quest for gender equality is at risk of reaching a dead end. Welcome to a seminar where we explore new ways of promoting gender equality.


The quest for gender equality is founded on women’s battle for equal rights and opportunities. But since gender inequality is the outcome of a historical and structural power imbalance between men as a group and women as a group, gender equality work must also involve boys and men, and challenge the notions of masculinity (as well as norms for femininity) that are a barrier to true equality.


The Council of European Municipalities and Regions (CEMR), the Swedish Association of Local Authorities and Regions (SALAR), the Spanish Federation of Municipalities and Provinces (FEMP) and the Association of Basque Municipalities (EUDEL) are delighted to invite you to a seminar that will feature local and regional practitioners and elected representatives, together with key EU institutions’ representatives (European Commission, European Parliament).

What are the main areas of intervention to promote changes concerning men and boys which can contribute to gender equality goals? What can local and regional governments (LRGs) and national associations of LRGs do to raise awareness and increase gender equality by targeting men and boys?  How to involve public officials as change agents in their workplace? In relationships with the users of public services? In service delivery?


This event, organised in the framework of CEMR’s gender equality action plan, will address these questions in order to fuel a wider strategic approach to gender equality policies. A selection of good practices from local and regional governments and their representative associations will be presented to demonstrate the positive impact of engaging men in gender equality work. During the small group discussions, gaps and policy needs will be identified with participants and subsequently addressed by the panel of experts.
