Proposal for an EU Directive on Combating Violence Against Women and Domestic Violence: What implications for local and regional governments?

Violence against women and domestic violence are pervasive phenomena throughout the EU: one in three women in the EU has experienced it and one in two young women are affected by gender-based cyber violence.

The European Parliament has repeatedly called on the Commission to propose legislation on the topic, as well as on gender-based cyber violence. Following stakeholders’ consultations, collection of both internal and external expertise, and an impact assessment, the European Commission published a proposal for a Directive on combating violence against women and domestic violence on the occasion of International Women’s Day, 8 March 2022.

Following the publication of the proposal for a Directive, CEMR has analysed the document, identifying some key concerns of local and regional governments (LRGs) included by the Commission, as well as some points that need to be further investigated and parts that should be strengthened.
